Work Package 1 - INITIAL ANALYSIS CONCEPTS HARMONISATION

The main objective of WP1 is to define the fundamentals for facilitating the coordinated work between the partners in the following WPs. This main objective entails:

  • Exchange of best practices about previous experiences.
  • Description of characteristics and current status of each district, city.
  • Set measurable targets and objectives, at the city and district level.
  • Concepts and knowledge harmonisation.

D1.1 Collection of Best Practices

This document outlines each city’s previous and on going actions to create a collection of best practices. These actions could be about ICT, mobility or energy efficiency.

CIty Objectives

D1.2 Collection of City objectives/framework/constraints in detail

The major goal of this deliverable is to perform a full internal review of the strategies and visions of each city in the STEEP Project, as well as the city’s socioeconomic and technical situation and setting the common sustainability targets.

Training Material

D1.3 Training material for cities about methodology concepts

The purpose of this deliverable is to outline and describe the two-day training session that was held in Bristol on December 10th-11th 2013, as an introduction to the three aspects of the ‘ methodology’ adopted as part of STEEP.

Data Harmonisation

D1.4 Data Harmonised for WP2

The purpose of deliverable is ‘data harmonisation’. In order to create an energy master plan process model that can be applied to all three cities (and elsewhere in Europe) data harmonisation is needed. This is in order to understand what types and formats of data are available in each city, and then to identify similar datasets that each city could use for a similar process model.

Work Package 2 - DISTRICT SYSTEM MODELLING

WP2 objectives are:

  • Create a Energy Master Plan Process Model and apply to 3 city districts.
  • Identify the interventions in the systems which impact on energy use that could be used to meet the targets and objectives of each district on sustainable energy.
  • Use stakeholders knowledge for understanding, defining and validating interventions in the system.

D2.1 Energy Master Plan Process Model

The methodology outlined in this document describes a systemic problem structuring method for district energy master planning. The methods described in this document facilitate the elicitation, sharing, capturing and transformation of pluralistic perspectives, knowledge claims and values about the problem situation in a collaborative process.

Sense Making

D2.2 GIS infrastructure map, database schema and guidance for developing user interface to visualise complex energy flows

The STEEP task directly related to this deliverable is Task 2.2 ‘Sense making’, which aims to facilitate understanding of the complex systems related to energy master plans by means of identification and collection of information about energy infrastructure associated with those systems, and visualisation of this information through use of mapping tools.

Prioritising Interventions

D2.3 Guidelines for prioritising interventions

The purpose of the document created in 2.3 is to provide a set of guidelines and principles that can be applied in any city for prioritising interventions regarding energy efficiency. The document will set out a step-by-step guide which can be used by local municipalities to identify areas for prioritising action, based upon the methodology that has been developed in the first year of the STEEP project.

The purpose of deliverable 2.5 is to enumerate a list of revisions and enhancements to the models used in STEEP.

Work Package 3 - KNOWLEDGE EXCHANGE AND VALIDATION INITIATIVES

WP3 Objectives are:

  • To exchange low carbon technologies knowledge between partners
  • Engagement and knowledge sharing of stakeholders

  • Monitoring the future interventions performance

 

Low Carbon Technologies Study

D3.1 Low carbon technologies study: current technologies, best practices of their applications and roadmaps

The intention of this deliverable is to present information gathered by the project’s technical partners regarding different low carbon technologies in the areas of Energy, Transport and ICT. Where relevant and possible, best practice applications have been identified for the different technologies, which can then be used to input into the generation of plans for the implementation of technologies in the different cities.

D3.2 Working Groups Definition

Work Package 3 is a support tool for the rest of packages in the project. The main priority in this task is to engage local stakeholders in the preparation, evaluation and validation of district energy models and Smart City Plans.

Working Groups Events Workshops

D3.3 Working Groups Events Workshops

This document presents the goals and events/workshops that took place in each partner city to develop the activities related to the STEEP project. The system thinking methodology implemented on open innovation sources requires stakeholders´ participation, and workshops were the tool to develop the methodology with the participation of all representatives from the energy value chain. This deliverable is related to the work develop at local level by each city to gather stakeholders and involve them in the development of the Energy Master Plan at district level (WP2) and in the development of the Smart City Plan (WP5).

WORK PACKAGE 4 - CITY PLAN METHODOLOY DEVELOPMENT

This work package aims to create an open-source methodology for comprehensive smart city planning that will take into account all aspects relevant to city systems which impact on energy use (e.g. energy, water, transport, waste, social, economic systems etc).

The objectives of this work package are:

  • Apply knowledge gathered in WP2 and WP3.
  • Develop a new methodology that can be easily exportable to other cities / areas.
  • Provide a replication plan of the experiences of this project.
  • Employ a LCA approach to support decision making.

This deliverable seeks to summarise the lessons learnt in implementing the initial models across the pilot districts as wider planning activity at city level is developed.

List of possible Key Performance Indicators

D4.3 – List of possible Key Performance Indicators

This deliverable defines a group of indexes from the previous Steep project results and tools.  The resulting database of possible indicators are designed to support and monitor the city master planning activity in WP5 and is available to any other interested city through the stakeholder platform based on a wiki system.

WORK PACKAGE 5 - CITY ACTION PLAN DEVELOPMENT

This work package aims to develop the Smart City Plans in each city by using the open-source Smart City Plan Methodology created in WP4.

The objectives of this work package are:

  • Set the specific basis for each city to help them meet their objectives.
  • Assess each city’s situation and develop their Smart City Plans.
  • Achieve political commitment , a co-production approach and gain expert validation.
  • Initiate implementation of some of the Smart City Actions.
  • Establish the monitoring process using the Smart City KPIs.

The aim of this deliverable is to collect information about the three Smart City Plans developed in  WP5, focussing on the innovative procedure undertaken: after  the experimentation in the district  areas, the  STEEP partner cities have developed comprehensive plans with smart targets following the STEEP methodology.

List of Key Performance Indicators for each city

D 5.2 – List of Key Performance Indicators for each city

This deliverable shows the definitive list of indicators that has been finalized amongst partners and the simplified calculation methodology has been developed to provide interested cities with an effective tool in order to evaluate the impact of different scenarios and also to analyse strengths and weaknesses of the specific territory.

The indicators have been developed so that they are open-source.

In summary, the main goals were:

  • To develop an agreed, valuable and reliable indicator list for the cities to easily evaluate their progress over time.
  • To adapt existing measurement assets in order to make data collection and use less onerous.
  • To achieve broad acceptance and use of the indicators amongst stakeholders.

Work Package 6 - DISSEMINATION OF THE PROJECT RESULTS

The main objective of this work package consists of:

• Maximizing the impact of the project in each partner city and similar cities at European level.

• Promoting a sustainable networking and knowledge exchange between smart cities

Specific Objectives:

- To disseminate project concept, evolution and results within each partner city.

- To disseminate project results (Open-source methodology and Key performance Indicators) in European cities

with similar conditions and interests.

- To carry out the necessary networking activities with other projects and initiatives under GC.SST.2012.1-2 and

SST.2012.3.1-3 and other European initiatives to stimulate exchange and cross-fertilization.

 

Project website, webinar, and social network profiles

D6.2 Project website, webinar, and social network profiles

This deliverable details the work for the creation of the STEEP project website, the social media presence and the development of webinars regarding the ‘systems thinking’ approach to energy and smart city plans. It also provides an update regarding online dissemination activity until the end of the project and describes the development of the ‘online stakeholder platform’.
